President Biden Signs Congressman Davis’ Legislation to Assist Veterans and Caregivers into Law

Congressman Don Davis’ bill, H.R. 4518, the Veterans Caregiver Appeals Reform (CARE) Act, was signed into law by President Biden following passage in the U.S. House of Representatives and Senate. 

“By cutting the red tape, we're empowering dedicated caregivers to provide the support and assistance necessary to enhance the quality of life for our veterans,” said Congressman Don Davis. 

The CARE Act became law as it was included in S. 141, the Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act. “The CARE Act will make it easier for families to help their loved ones navigate the services they have earned,” Davis added

The CARE Act cuts red tape for disabled veterans who apply through the VA Caregivers Program. Specifically, the legislation requires the VA to ensure medical specialists are carefully reviewing applications and providing full transparency to our veterans as it pertains to denials. The CARE Act also instructs the Secretary of Veterans Affairs to establish a process allowing Veterans Service Organizations and others to assist a veteran, a family member, or a caregiver in navigating the programs and services of the Veterans Health Administration.

Davis was the sponsor of H.R. 4518 and shepherded its passage through the 118th Congress.
