Appropriations Requests
Below are the projects that we have selected for Fiscal Year (FY) 2026:
Applicant: Greene County, NC Senior Center of Excellence Project in Snow Hill, North Carolina

Requested Amount: $1,800,000
Purpose: The construction of a new senior facility located near Green County’s recently constructed Community Center would optimize use of public resources through sharing space and amenities. Most importantly, the project would provide the community’s seniors - which contribute 18% of the project site’s Census tract’s population – with a purpose-built facility that observes modern and evolving civic building codes, ADA regulations, and accessibility standards. The co-location to the Community Center would also encourage participation in community-building opportunities through mentorship with younger generations. The location would also encourage usership of the Community Center’s modern walking track with outdoor handrails. The current senior facility is increasingly dangerous and economically infeasible. The County has incurred numerous costs over the last few years in efforts to modernize and increase the safety of the area and facility, but the costs are becoming increasingly burdensome.

Applicant: Town of Whitakers, NC Community Center Project in Whitakers, North Carolina

Requested Amount: $2,200,000
The Town of Whitakers and its surrounding communities suffer from compounded challenges due to their remote location, limited public transportation, and restricted access to high-speed internet. These barriers hinder residents' ability to access employment and educational opportunities, which are more abundant in larger towns and cities throughout eastern North Carolina. The proposed Whitakers Community Center will be located in an available space within the Town of Whitakers, which will be renovated and equipped to house classrooms, work simulation labs, and a computer center. Rocky Mount OIC will offer its Integrated Training and Career Readiness programs, enhanced with specific modules on behavior counseling and workforce development, tailored to meet the local community's needs.

Applicant: Hertford County Water System Improvements Project in Winton, North Carolina

Requested Amount: $4,166,058
Purpose: The areas of Hertford County that will be served by the improvements to the utility system are high-poverty communities with a high percentage of historically marginalized communities. Improving access to safe clean water will assist the existing residents and create the infrastructure to allow for new development of housing and businesses throughout Hertford Couty. The current system does not provide service to the entire county and in many areas, the system only has pressure to provide a drinking water system and not fire protection emergency services.

Applicant: Seymour Johnson Air Force Base Combat Arms Training & Maintenance (CATM) Complex

Requested Amount: $41,000,000
Purpose: The funding would be used for a single Combat Arms Facility to include a 35-lane range, classrooms, administration, weapons cleaning, weapons maintenance, weapons and ammunition vault, and range supplies storage. The facility will also include a Security Forces Logistics and Readiness Warehouse/Armory Weapon Storage area. Facility construction consists of a reinforced concrete foundation, a waterproof concrete floor slab with floor drains, a structural steel frame, masonry walls, and a flat roof. The firing range will have steel deflector plates, bullet traps, overhead baffles, utilities, heating, ventilation and air conditioning, an exhaust system, and sound reflection reduction. This facility will include sustainable special construction features for savings in utilities and maintenance.

Applicant: Town of Garysburg Wastewater Infrastructure Rehabilitation Project in Garysburg, North Carolina

Requested Amount: $3,700,000
Purpose: The funding request is for the rehabilitation of the deteriorating wastewater infrastructure in the Town of Garysburg, located in Northampton County. Serving approximately 900 residents, Garysburg is currently grappling with a failing wastewater system that undermines the provision of operationally sound and affordable services. Issues such as failing sewer pump stations and deteriorated sewer lines plague the system, leading to residential sewer backflows, environmental contamination concerns, and rising costs. Replacing this system would guarantee that the underserved citizens receive a clean, safe, and affordable wastewater service. The county struggles to provide a quality system due to the age and design of the existing infrastructure. Securing funding for this project will enable Northampton County to deliver essential water and sewer services to its underserved communities.

Applicant: Gates County, NC Community Center in Gates, NC

Requested Amount: $4,800,000
Purpose: Gates County senior citizens and families have limited public facility options for community events, a gathering place for visiting with neighbors, attending health education classes and clinics, exercise, or to serve congregate meals. Agriculture production and timber harvesting represent vast areas of farmland and sparsely populated areas, leaving many residents especially the elderly feeling isolated. Citizens aged 65 and above reflect twenty-three percent (22.9%) of the County's 10,247 residents and services for seniors are quite limited and in great demand, since there is no local Council on Aging and Senior Center available. The existing community center was constructed in the 1970s, is not well maintained, and is in very poor condition having served in a limited capacity as a senior center, plus exercise facility for families and children. This project is a good use of federal funds because it would serve an economically distressed, rural county and replace the existing facility.

Applicant: Bertie County Fire Department Critical Equipment Upgrades in Windsor, NC

Requested Amount: $1,500,000
Purpose: Bertie County requires critical fire department equipment upgrades for first responders on the frontlines of emergencies. The intent of this project is to upgrade aging and outdated frontline PPE (personal protective equipment), SCBA (self-contained breathing apparatus), communications (VIPER compliant radios), fire hose (attack and supply lines), high angle/confined space rescue (storage tanks, grain bins, water towers) and other equipment associated with hazardous responses in Bertie County. Being a rural farming county, the county funding capabilities are very limited, as are the communities that are home to these fire departments.
The county has two major industries which have large storage areas of hazardous chemicals/materials on site. Also scattered throughout Bertie County are many farm supply locations with chemicals and fertilizer on site. With a fire/spill/leak at any of these locations, a response would involve multiple fire departments in Bertie County. Industrial products made in Bertie County are scattered throughout our county touching every fire response area in the county. Funding this project will greatly improve the safety of operations and operational efficiency.

Applicant: Sharpsburg Sewer Infrastructure Rehabilitation Project in Sharpsburg, North Carolina

Requested Amount: $5,300,000
Purpose: This project will rehabilitate the town of Sharpsburg’s aging sewer system by repairing sewer mains, rehabilitating sewer lift stations, and providing other sources of inflow and infiltration. These issues for the aging sewer system are causing the water and sewer fund to be deemed distressed by the North Carolina Local Government Commission (LGC). Repairing and updating this will reduce the town's costs to the City of Rocky Mount for sewer services billed to the town and residents. Further, this will result in lower sewer rates for the residents of Sharpsburg, NC.

Applicant: Town of Plymouth, NC Emergency Public Health & Safety Facility Upgrades Project

Requested Amount: $3,700,000
Purpose: The funding would be used for improved ED/EMS Disaster readiness in the communities served, improved ED/EMS service to the communities served, increased Employment in the community, and security upgrades. Specifically, funds would go towards reconstruction of the Emergency Department at Washington Regional Medical Center: Design & Construction - architectural and engineering fees, Construction costs (including Building Materials, Labor, HVAC and Electrical Systems, Plumbing & Medical Gases and Finishing costs).

Applicant: Town of Ahoskie, NC Emergency Public Safety Upgrades Project

Purpose: To acquire Ballistic Shields and Helmets, Security Cameras, and Police Vehicles. 5 cars at $45,000 a piece, 5 car striping at $1,000 a piece, and 5 car computers at $14,000 a piece.

Applicant: Town of Williamston, North Carolina Critical Fire Ladder Truck Project in Williamston, NC

Requested Amount: $2,100,000
Purpose: The existing fire truck for the rural community is more than 30 years old, and has required more than $100,000 in repairs. The funding for this project would replace the old truck. It is obsolete and not fully functional. Following the closure of the county’s only hospital, the Town of Williamston has borne the brunt of the health care and emergency response burden, and the current fire truck is unable to keep up with the demand. A new fire ladder truck is critical for first responders and EMS personnel, many of whom are volunteers, to do their jobs.

Applicant: Tarboro Wastewater Treatment Plant Denitrification Upgrade Project in Tarboro, North Carolina

Requested Amount: $4,200,000
Purpose: This project will protect and improve the water quality of the Tar River while allowing Tarboro to remain a regional receiver of wastewater from surrounding areas. The Tar River is a vital resource for drinking water, recreational activities, and ecotourism in Eastern North Carolina. Environmental Protection Agency (EPA) and Tar-Pamlico Stormwater Rules require that the nitrogen loading of Tarboro does not exceed individual and basin-wide allocation limits. Tarboro's aging infrastructure is unable to accomplish the required nitrogen mitigation long-term.

Applicant: Bertie County, NC Emergency 911 Center, in Windsor, NC

Requested Amount: $1,600,000
Purpose: A fully functional E/911 center would have a tremendous impact upon the citizens within the region. The ability to have adequate communication between first responder agencies, along with state and federal coordination will provide and effective way to serve citizens in the northeastern region. The ability to coordinate emergency services in a rural area that has a massive land mass is paramount. Although 80% of the funding is in place for the shovel-ready facility, the remaining 20% will help to complete the financial requirements.

Hertford County Security Program in Winton, NC

Requested Amount: $385,729
Purpose: These in-car cameras for patrol vehicles work in conjunction with every item we have from Axon. They activate with the taser being turned on and the signal sidearm attached to our duty holsters. The camera activates when the duty weapon is drawn from the holster. These also have license plate readers that works in conjunction with Flock camera systems. This would also replace the existing mobile data terminals in patrol vehicles as well.

Applicant: Williamston Critical Infrastructure Road Repair project in Williamston, NC

Requested Amount: $5,000,000
Purpose: Martin County, located in North Carolina, ranks among the most economically distressed regions in the state, holding the Tier 1 designation from the North Carolina Department of Commerce. Despite prior funding efforts, notably a $350,000 allocation, only a minimal portion of the downtown area in Williamston saw road re-pavements. A significant injection of $5,000,000 into the project is imperative to enact substantive improvements to the county's road infrastructure. This investment is crucial to guaranteeing safe thoroughfares for pedestrians, drivers, and tourists alike. Enhanced road infrastructure not only mitigates vehicle damage but also serves as a catalyst for revitalizing downtown areas, attracting tourists, and fostering economic growth.
