Congressman Don Davis Ranked Fifth Most Bipartisan U.S. House Representative and Most Bipartisan Freshman Democrat

WASHINGTON, D.C. — Congressman Don Davis (NC-01) was ranked as one of the top five most bipartisan Members of the U.S. House and the most bipartisan Member of North Carolina’s congressional delegation.

“When I served our country in the U.S. Air Force, our focus was always our mission, not our political party. These principles continue to guide me in my elected service,” said Congressman Don Davis.“We were sent to Congress to get things done for the people back home. As a native of eastern North Carolina, we have been left out and often forgotten. Everyone deserves dedicated representation, and I take great pride in working daily to deliver for our families.”

In the latest nonpartisan Bipartisan Index released by the Lugar Center and Georgetown University’s McCourt School of Public Policy, Davis ranks as the second-most bipartisan U.S. House Democrat and the fifth-most bipartisan Member of either party in the U.S. House. Additionally, his ranking is the highest of any lawmaker in either the U.S House or U.S. Senate from North Carolina.

“In these deeply divided times, and with an increasing amount of misleading information online, we need tools like the Bipartisan Index more than ever – an evidence-based and nonpartisan approach for measuring how well policymakers work across the aisle to get things done,” said Maria Cancian, dean of the McCourt School of Public Policy. “And while there is much room for improvement, I am encouraged to see some progress on cross-party collaboration.”

The nonpartisan tool, launched in 2014, measures the degree to which Senators and Representatives work across party lines on legislation. It quantifies how often members of Congress introduce bills that attract co-sponsors from the other party and how often they, in turn, co-sponsor a bill introduced from across the aisle. 

The Bipartisan Index is based on a formula applied uniformly to all members thatconsiders both the absolute numbers of bipartisan bills sponsored and cosponsored and the percentage of such bills in a member’s portfolio. It excludes non-binding resolutions and ceremonial bills. It also includes a metric that gives members credit for the number of bipartisan co-sponsors on their sponsored bills. The BPI uses a historical standard based on three decades of data to compare current members to historical averages. The Index outcome is determined entirely by the configuration of a member’s bill sponsorshipand co-sponsorship portfolios. No subjective judgments are made about individual members or bills.

With a bipartisanship score of 2.21207, Davis ranks as the most bipartisan Member of the entire North Carolina delegation, the second-most bipartisan House Democrat, and the fifth-most bipartisan Member of the House across both parties.

Background

In the 118th Congress, Congressman Davis introduced 18 bipartisan bills, co-led 33 bipartisan bills, and cosponsored 510 bills, in addition to securing 11 bipartisan National Defense Authorization Act (NDAA) amendments last year.
