Congressman Don Davis Introduces Bipartisan DOULA for VA Act to Enhance Maternal Care for Veterans

WASHINGTON, D.C. – Today, Congressman Don Davis (NC-01) introduced the bipartisan Delivering Optimally Urgent Labor Access for Veterans Affairs Act of 2023 (DOULA Act), legislation establishing a pilot program to provide doula services for veterans during pregnancy.

In recent years, the United States has seen a troubling rise in maternal mortality rates, increasing from 17.4 to 20.1 deaths per 100,000 live births from 2018 to 2019. Pregnant veterans face a heightened risk of being diagnosed with conditions such as depression, anxiety, post-traumatic stress disorder, bipolar disorder, or schizophrenia.

“We owe it to our pregnant veterans to provide the resources necessary for a safe and healthy pregnancy,” said Congressman Davis (D-NC). “The DOULA Act is crucial in addressing pressing issues in maternal health, particularly for our servicewomen facing unique and added challenges. By integrating doula support into the Department's Whole Health Model, we empower expecting veterans to make informed choices and ensure the health of both mother and child. The DOULA Act is a testament to our commitment and belief in providing comprehensive support throughout this critical phase of their lives.”

Reports have demonstrated that certain pregnant veterans were twice as likely to have a diagnosis of depression, anxiety, posttraumatic stress disorder, bipolar disorder, or schizophrenia. Providing expectant veterans with the resources they need including maternal and mental health care is crucial as they navigate pregnancy and childbirth. I encourage my colleagues to once again pass the bill in the House, and get it through the finish line. The DOULA Act aims to address these pressing issues by establishing a pilot program that provides eligible veterans with up to 10 care sessions from a doula trained in military sexual trauma and posttraumatic stress disorder. The legislation will also create Doula Service Coordinators at participating medical facilities to work closely with each facility's women's program manager.

The DOULA Act seeks to:

  • Improve maternal, mental health, and infant care outcomes.
  • Integrate doula support services into the Department's Whole Health Model.
  • Enhance the experience of women receiving maternity care from the Department, including their ability to develop and follow their birthing plans.
  • Promote re-engagement between veterans and the Department after giving birth.
