Congressman Don Davis Announces More Than $25 Million to Improve Access to Jobs, Health Care, & Infrastructure across Eastern North Carolina

WILSON, N.C — Today, Congressman Don Davis (NC-01) released the following statement on the $28 million funding announcement from the U.S. Department of Agriculture (USDA) to improve access to jobs, expand health care, and upgrade infrastructure for residents across rural eastern North Carolina. 

“We’ve not always received our fair share, and these investments are critical for helping to jumpstart eastern North Carolina’s economy,” said Congressman Don Davis. “Today’s announcement will help create and support good-paying jobs, retain talent, expand access to health care, and improve infrastructure — all the resources that help attract more businesses and make life easier for working families across the East.”

“Rural people deserve every opportunity to succeed – and President Biden and USDA are committed to ensuring people can find those opportunities close to home,” said Under Secretary Torres Small. “The Rural Partners Network and leaders like Congressman Davis are helping us connect rural people to resources that will help them access new jobs, clean water, renewable energy, and quality health care that stays in their communities for future generations.”

For example:

  • Carolina Poultry Power Rg2 LLC will use a $25 million Rural Energy for America Program (REAP) Renewable Energy and Energy Efficiency Loan to buy and install a facility to help convert poultry litter waste into energy. The system is estimated to produce more than 184 million kilowatt-hours per year, which is enough electricity to power more than 16,000 homes.
  • Holly Tree Grove NC LLC is receiving a $2.15 million Multi-Family Housing Loan Guarantee to build a senior multi-family housing complex in Benson, North Carolina. This project will have 20 one-bedroom and 28 two-bedroom units. 
  • Town of East Arcadia will use a $370,000 Rural Business Development Grant to renovate the town hall and fire department to create a small business center for the farmers market.
  • Lacy Cummings, owner of a poultry farming operation, will use a $232,885 REAP grant to purchase and install a 495-kilowatt solar array. 
  • Our Community Hospital Inc. will receive $117,800 in grant funding for renovations that will better serve the population by improving safety and energy efficiency, and by brightening spaces to create a more welcoming environment to benefit mood and mental health. 
  • Town of Middlesex will receive $200,000 in grant funding to purchase a new law enforcement vehicle, public works truck, a backhoe, and a new gas generator.

USDA’s Rural Development provides loans and grants to help expand economic opportunities, create jobs and improve the quality of life for millions of Americans in rural areas. These investments will support infrastructure improvements; business development; housing; community facilities such as schools, public safety, and health care; and high-speed internet access in rural, tribal, and high-poverty areas.
