Congressman Don Davis Co-Leads Bipartisan Legislation to Strengthen Food Security and National Defense

WASHINGTON, D.C. — Congressmen Don Davis (NC-01) and Mark Messmer (IN-08) introduced H.R. 7547, theDepartment of Defense (DOD) and U.S. Department of Agriculture (USDA) Interagency Research Act. This bipartisan legislation directs the Secretaries of Defense and Agriculture to coordinate advanced research efforts, modernize procedures, and strengthen protections for the nation’s agrifood system against emerging domestic and national security threats.

The Department of Defense (DOD) and U.S. Department of Agriculture (USDA) Interagency Research Act draws on the expertise of both agencies to align joint research and development efforts focused on:

• Advancing technologies that expand the capacity, efficiency, and security of the agrifood system.

• Strengthening agricultural resilience through plant genetics, biosecurity innovation, and invasive species management.

• Securing domestic bioindustrial manufacturing and agrifood supply chains through innovations with both defense and agricultural applications.

• Enhancing natural resource management to reduce scarcity. 

• Improving natural disaster preparedness and wildfire prevention.
