Congressman Don Davis Advances Amendments in FY25 National Defense Authorization Act

WASHINGTON, D.C. — Today, Congressman Don Davis (NC-01), a member of the House Armed Services Committee and the Quality of Life Panel, voted to pass the bipartisan National Defense Authorization Act (NDAA) of 2025 out of committee. He joined 56 of his colleagues in supporting the legislation, which passed by a margin of 57-1. 

“As a U.S. Air Force veteran, I am committed to supporting the men and women who put their lives on the line every day to keep the American people safe and secure and their families,” said Congressman Davis. “In an increasingly dangerous world, we must ensure that our military is ready to face any challenge that comes our way.”

As part of the House Armed Services Committee Markup, Congressman Don Davis secured 16 amendments that would do the following:

  • Stop F-15E divestment until the Air Force and Department of Defense produce reports and research contracts outlining the risks involved*
  • Authorize funding for a Combat Arms Training & Maintenance (CATM) Complex at Seymour Johnson Air Force Base*
  • Allow Service Academy graduates to fulfill their Active-Duty Service Obligation (ADSO) in the selected reserves as a recruiting officer if they are drafted as a professional athlete* 
  • Authorize additional funding for Longshot Munitions Technology Development*
  • Authorize a pilot program to improve the use of Artificial Intelligence*
  • Authorize a pilot program for combat training centers*
  • Report on Implications of Continuing Resolutions and Government Shutdowns on Shipbuilding Efforts
  • Report on human performance policies to optimize readiness of military personnel
  • Report on National Influenza Vaccine Modernization Strategy Implementation
  • Report on strategies to identify, develop, and procure ground robotic autonomous systems supporting small unit operations
  • Require regular reporting on the Postsecondary Education Complaint System (PECS)
  • Report on innovative treatments for acute and chronic vascular trauma
  • Report on Military Base Flood Mapping to mitigate flood damage at military installations

*These provisions will have the force of law provided they are included in the final version of the NDAA to be passed later this year.

Military installations in eastern North Carolina include Seymour Johnson Air Force Base, the United States Coast Guard—Elizabeth City, Camp Lejeune, Marine Corps Air Station Cherry Point, and Fort Liberty. Nearly 10,000 active duty personnel and 46,000 veterans are based in North Carolina’s First Congressional District.
