Congressman Don Davis Votes to Protect the United States from the Chinese Communist Party
WASHINGTON, D.C. — Congressman Don Davis (NC-01) issued the following statement after voting to support seven bipartisan measures this week alone to combat the influence of the Chinese regime.
“The Chinese Communist Party represents one of the greatest threats to our national security,” said Congressman Don Davis. “As a member of the House Armed Services Committee, I have stood up time and time again for the American people against the belligerent actions of the Chinese regime. Our greatest responsibility in Congress is to preserve, protect, and defend our nation from all threats, foreign and domestic.”
This week, Congressman Don Davis voted in favor of the following seven bipartisan measures aimed at safeguarding American interests:
- H.R. 1516 – DHS Restrictions on Confucius Institutes and Chinese Entities of Concern Act: The legislation would rescind funding from any institution of higher learning that is in any way financially associated with the Chinese government.
- H.R. 1398 – Protect America’s Innovation and Economic Security from CCP Act of 2024: The legislation reestablishes an initiative related to China within the National Security Division of the Department of Justice (DOJ) and outlines the goals and requirements for this initiative.
- H.R. 1425 – No WHO Pandemic Preparedness Treaty Without Senate Approval Act: The legislation would require any convention, agreement, or other international instrument on pandemic prevention, preparedness, and response reached by the World Health Assembly to be subject to Senate ratification.
- H.R. 7980 – End Chinese Dominance of Electric Vehicles in America Act of 2024: The bill would exclude vehicle batteries that contain materials sourced from prohibited foreign entities from the clean vehicle credit included as part of the Inflation Reduction Act (Public Law 117-169).
- H.R. 9456 – Protecting American Agriculture from Foreign Adversaries Act of 2024: The bill amends the Defense Production Act to add the Secretary of Agriculture to the list of senior government officials notified of a significant land transaction (the purchase of land beyond a certain acreage threshold) by a foreign adversary, including China, North Korea, Iran, and other foreign state actors of concern.
- H.R. 8333 – the BIOSECURE Act. Federal agencies would be prohibited from awarding contracts, grants, or loans to biotechnology companies owned by foreign adversaries under this bill. H.R. 8333 would also require the Administration to review and modify the list of prohibited companies on an annual basis.
- H.R. 1157 – the Countering the PRC Malign Influence Fund Authorization Act of 2023. H.R. 1157 would authorize the appropriation of $325 million each year over the 2023-2027 period to counter China’s influence globally.
During the 118th Congress, Congressman Davis has co-led and cosponsored an additional 16 bipartisan bills that combat intellectual property theft, anti-democratic backsliding, and aggressive military action initiated by the Chinese Communist Party, including:
- H.R. 5931 – the Countering Chinese Threats to U.S. National Security in Africa Act: This bipartisan bill requires the Department of Defense to brief Congress on Chinese activities in Africa that pose threats to U.S. national security and outline plans to counter such threats.
- H.R. 7874 – To terminate the United States-People's Republic of China Income Tax Convention if the People's Liberation Army initiates an armed attack against Taiwan: This bill seeks to terminate the United States-People's Republic of China Income Tax Convention if the People's Liberation Army initiates an armed attack against Taiwan.
- H.R. 8003 – the Securing American Agriculture Act: This legislation directs the Secretary of Agriculture to annually assess U.S. dependence on critical agricultural products or inputs from China and to develop a strategy to mitigate this dependency. Notably, H.R. 8003 was included in the Farm Bill.
- H.R. 8036 – the Indo-Pacific Security Supplemental Appropriations Act, 2024: This bill appropriates over $8 billion in security assistance to Taiwan for advanced weaponry to deter a potential Chinese invasion.
- H.R. 5933 – the DETERRENT Act: Any institute of higher education must disclose annually if it receives a gift from a foreign country or entity of concern, such as China or Russia, under this bill
